OK, you may have to unpack a bit what you wanted by deconstructing superheroes? I agree with you that it doesn't really follow through on its politics and that's probably the most disappointing part, because it does follow through on everything else apart from that (Fury, Natasha, etc).

In the comics Zola has mind-transfer powers and is basically a robot body with a television set in his stomach with his face on, so yeah it's a twist on comics canon, but I really liked the spin on it with the 70s computer. Also in this canon there is hopefully not a villain who is a mind-transferred Hitler. (Also comics canon: Batroc ze Leaper!)

Romance: I have seen someone suggest Sam because they have a lovely meet-cute at the start, but I think there's an interesting argument that it's Bucky who is Steve's love interest if you're willing to squint at that relationship a bit. Agent 13 is a much more significant character in the comics (she's Steve's on-off girlfriend through the Winter Soldier arc),
